【摘要】 党中央、国务院作出在"十三五"期间统筹推进世界一流大学和一流学科建设的重要决策,人才是高校建设"双一流"最关键的"软实力"。广东省为应对日趋激烈的高等教育人才竞争,出台了一系列的人才引进文件,并通过三种途径实施人才引进。广东省不少高校拥有为高层次人才提供高薪和工作条件的物质能力,可参与世界性竞争,人才引进促使广东省高校的办学水平也有极大的提升。广东省在"双一流"建设中存在一些问题:人才引进的不均衡;相对于北京、上海,广东省高校对高层次人才的吸引力明显下降;广东省"双一流"建设中引进人才与已有人才之间待遇不平等。建议加大广东省高校人才引进的力度;赋予高校更多的人事管理权限;高校应为引进人才创造更适合事业发展的环境。更多还原

【Abstract】 As the CPC Central Committee and the State Council of China made the decision to push world-class university and discipline construction during 13 th Five-year plan, talents become the soft power for this cause. To confront the tense competition for talents, Guangdong has issued a series of documents to import talents and tries to attract talents from three approaches. Many universities in Guangdong can provide high salary and good work conditions for high level professionals and can participate in international competition. The introduction of these high level professionals also dramatically promotes the quality of education in Guangdong universities. Issues are also found to be addressed on: 1) Imbalance in talent introduction; 2) Compared with Beijing and Shanghai, Guangdong is facing the decline of attraction for talents;3) Unfair treatment in salary or other welfares between newly introduced staff and existing staff in universities.The present study suggests that more efforts be needed to introduce talents for universities in Guangdong, that universities be more empowered in HR administration, and that universities create more suitable environment for newly introduced talents’ career development.更多还原
