【Abstract】 The responsibility of improving Chinese postgraduate education quality,which should be clarified,lies on the cooperation of pluralistic parts: government,society,universities,teachers and students. The primary cause of declination of quality of postgraduate education is the deviation phenomenon of rights and responsibilities.
