发电行业碳排放权初始配额分配的双层规划模型

【摘要】 碳排放权初始配额分配是全国碳排放权交易体系建设的关键要素。目前发电行业碳排放权初始配额分配主要局限于在既定碳排放总量目标下联合成本最小的单一目标下确定,而忽视了发电商生产与减排决策对配额分配的影响,这在一定程度上影响了碳排放权交易实施的效果。本文构建了管制机构既定碳排放总量下联合减排成本最小化和各发电商收益最大化的碳排放权初始配额双层规划模型,并运用数值仿真验证了模型的合理性。仿真结果表明,存在一个兼顾管制机构与发电商决策目标的最优碳排放权初始配额方案,并对减排成本系数和电力需求量与最优碳排放权初始配额的关系进行敏感性分析,从而为我国碳排放权初始配额分配方案的制定提供科学依据。

【Abstract】 The initial quota allocation of carbon emission rights is a key element in establishing a national unified carbon emission trading system. At present, the initial quota allocation of carbon emission rights in the power generation industry is mainly limited to the realization of a single target with the lowest combined cost under the established carbon emission total target, while ignoring the influence of the power producer decision on the quota allocation, which has affected the effect of the implementation of carbon emission trading to a certain extent. This paper constructs a bi-level planning model for initial allocation of carbon emission rights considering the minimum carbon emission reduction and the maximum revenue of generators under the government’s established carbon emission target. The numerical simulation is used to verify the rationality of the model. The simulation results show that there is an initial quota scheme for optimal carbon emission rights that takes into account both government regulation objectives and generators’ returns, and sensitivity analysis of the relationship between abatement cost coefficient and power demand and optimal carbon emission rights initial quota. This will provide a scientific basis for the formulation of the initial quota allocation plan for carbon emission rights in China.
