【摘要】 流域经济是引领未来中国发展最重要的增长极和实现区域协调可持续发展的基本途径。流域经济与政区经济协同发展已成为中国经济布局的基本方向并取得重大成就,但二者协同发展仍面临许多挑战。本文创新性地提出我国流域经济与政区经济协同发展"铁三角"战略构想及体制创新和政策改进方向。核心思想是:优化要素配置提升要素效率,创新体制机制提升治理效率,推进民生发展提升人民福祉,实现流域经济和谐、合作、公平、共享的可持续发展。更多还原

【Abstract】 The basin economy is the most important growth pole to lead the development of China and the basic approach of achieving regional sustainable development. The coordinated development of the basin economy and the regional economy has become the basic direction of China’s economic pattern, and has made great achievements, but the coordinated development of the two faces many challenges. This paper puts forward the strategic of "iron triangle" and the system innovation and policy improvement direction of the coordinated development of basin economy and administrative region economy in China. The core idea is optimizing the allocation of elements to promote economic efficiency, innovating institutional mechanisms to enhance the governance efficiency, advancing the development of people’s livelihood to improve social welfare, and then realizing the harmonious cooperation,fair sharing and the sustainable development of basin economy.更多还原
