广东省不同地市积分入户政策差异比较——以广州、深圳、中山、珠海四市为例

【摘要】 通过对广州、深圳、中山和珠海四市积分入户政策内容进行比较,发现广东省积分入户政策赋予了各市较大的政策自主权,各市根据自身情况所实施的积分入户政策具有较大的差异。这种差异主要表现在积分指标体系、入户竞争程度、户籍人口数量变动等方面,并逐渐形成了人口数量影响取向、人口行为影响取向两种不同的政策取向。具体来看,广州市希望通过积分入户政策控制人口过快增长,深圳市希望吸引大量高素质人才,两市的政策同属人口数量影响取向;中山和珠海两市则倾向于通过积分入户政策为外来务工人员树立行为标准、促使他们接受政府对外来务工人员的管理,两市的政策属于人口行为影响取向。

【Abstract】 By comparing the contents of the household registration policies of four cities as Guangzhou,Shenzhen,Zhongshan and Zhuhai,it’s found that the policies based on the household registration in Guangdong endow the cities with greater policy autonomy,and the cities’ policies of the households registration have great difference according to their own circumstances.This difference is mainly manifested in the scoring index system and the level of household competition,and gradually formed two different policy orientations of the population quantity influence orientation and the population behavior influence orientation.In particular,Guangzhou is hoping to control the rapid growth of the population through the household registration policy based on scoring index system,and Shenzhen is hoping to attract a large number of high-quality talents,both of which belong to the influence of the population number.The two cities in Zhongshan and Zhuhai tend to establish a standard of behavior for migrant workers through the household registration policy based on scoring index system and encourage them to accept government management of migrant workers,which belongs to the impact of population behavior.
