污染物排放总量控制制度中的政府横向公平谈判机制研究

【摘要】 污染物排放总量控制制度中,污染总量指标分配需要解决两个关键问题:"实现怎样的公平"和"怎样实现公平"。我国应在现有政府行政直接分配框架下建立地方政府横向公平谈判机制,引入政府间的竞争与监督,实现总量控制指标区域间差异性公平分配。总量控制指标分解中的政府横向公平谈判机制的建立需要制定区域总量控制指标"差异性公平"配额核算技术方法,确定总量控制指标的政府行政分配方案及谈判比例,提出总量控制指标分配的政府横向公平谈判方案,建立总量控制指标分配的政府横向公平谈判的博弈机制,从而提高污染物总量控制效率,实现地区环境质量的根本改善。

【Abstract】 Two key problems need to be solved in the total amount control index allocation of pollution emission: "What is the fairness to be realized?"and "How to achieve fairness?"We should introduce the horizontal fair negotiation mechanism of local government to the distribution framework of government administration. We aim to promote the competition and supervision inner government,and to realize the differential fair allocation of total amount control index. The key to build a government horizontal fair negotiation mechanism of total amount control index decomposition is illustrated in four steps. The first step is to propose a quota accounting algorithm of "differential fair"of regional total amount control index. The second step is to determine the government administration allocation algorithm and negotiation proportion of total amount control index. The third step is to propose a government horizontal negotiation algorithm of total amount control index allocation. The last step is to build a game algorithm of horizontal fair negotiation of the government in the total amount control index allocation. By these four steps,we can improve the efficiency of total pollution amount control,and to realize a fundamental improvement of regional environmental quality.
