【摘要】 地方政府创新既是推进行政系统高效运转的基本内容,也是实现地方治理现代化的重要举措。以鹤峰县"扶贫项目民营业主负责制"为例,基于利益治理的视角分析了该项目创新可持续发展的形成过程,进而从行政压力、政绩追求、利益互惠、秩序维系等方面分析了地方政府创新的动力机制,并分析了地方政府利益治理产生的成本分担、利益耦合、合作共治等基本效应。据此,提出正确处理地方政府与民营企业以及民营企业与贫困户之间利益关系的具体措施,以推动该项目可持续运作与地方政府利益治理的完善。更多还原

【Abstract】 Local government innovation is not only the basic content of promoting the efficient operation of the administrative system,but also an important measure to achieve the modernization of local governance. This article takes " Hefeng county responsibility system of private owners in poverty alleviation projects" as a case study,which expounds the formation process of interest governance in project implementation. It is considered that administrative pressure,pursuit of performance,reciprocity of interests and order maintenance are the driving mechanisms for sustainable development of projects. The cost sharing,interest coupling and cooperative governance are the basic effects of interest governance. Accordingly,in order to promote the sustainable operation of the project and improve the governance of local government interests,we should put forward specific measures to correctly handle the interest relationship between local governments and private enterprises,as well as between private enterprises and poor households.更多还原
