【摘要】 2014年以来,美国对俄罗斯发动了以经济制裁为主、辅以军事、外交、政治、宣传等各领域对抗的"制裁战",使美俄关系跌入冷战后新的低谷。2017年8月,美国又通过了新的对俄制裁法案,使制裁政策成为一个完整的法律体系,也进一步固化了美国反俄的政策基调。这些体系在对俄制裁中如何运作?新制裁法因何而生,又"新"在何处?美国对俄制裁四年,哪些方面值得关注?本文从新法案出台背景入手,对新法案进行较为详细的解读,对美国实施制裁的复杂网络作了一番梳理,以为进一步了解、掌握和分析美俄关系提供基础性材料。同时,对制裁反映出的一些问题提出自己的看法。更多还原

【Abstract】 Since 2014,the United States launched "sanctions war"on Russia. The economic sanction,supported by military,diplomatic,political and propaganda means,led the U. S.-Russian relations into a new low level after the cold war. In August 2017,the United States passed a new law imposing sanctions against Russia, which made the sanctions policy a complete legal system and further solidified the anti-Russian keynote in the American policy. The U. S has imposed sanctions on Russia for more than three years,however, there is lacking study of the sanction mechanism, the specific implementation methods and relevant legal documents,and there is no comprehensive analysis of the new American sanction bill. The United States has a long history of foreign sanctions and complex system construction. How do these systems work in sanctions against Russia? Where does the new law come from and what is new in the law? What deserves attention on U. S. sanctions against Russia for the past three years?Under the background of the new legislation,the paper interprets the law and American complex of the sanctions to provide some basic materials for understanding and analyzing U. S.-Russian relations. Some issues in the sanctions will be discussed as well.更多还原
