【摘要】 中国作为一个人口众多但资源相对有限的大国,如果继续以消耗资源、破坏生态环境来带动经济的快速发展是难以持续的,但随着经济的高速发展,许多生态功能突出的土地被盲目工业化利用,土地生态功能严重退化,土地生态安全问题促使我们重视如何保障土地生态系统安全。在此背景下,需要界定生态建设用地的概念,论证构建生态建设用地法律保护制度的必要性和可行性,提倡运用法律的手段来保护生态建设用地,以期发挥生态功能来保障我国的生态安全,真正地下决心把生态环境建设好,为人民创造一个良好的生活环境。更多还原

【Abstract】 As a populous country with relatively limited resources,China will not have a sustainable development if she continues pursuing for the rapid development of economy ignoring resource consummation and the destruction of the ecological environment. The economy develops fast because more land including that with significant ecological functions is used industrially,causing severe degradation of its ecological function. Land ecological security problems urge mankind to pay attention to guarantee the safety of the land ecosystem. Against this background,this paper defines the concept of land for ecological construction purposes,demonstrates the necessity and feasibility of building up protection legal system for the land,and promotes uses of legal means to protect the land,in order to play its ecological function to protect the ecological security of our country,build well the real ecological environment with determination,and create a good living environment for the people.更多还原
