【摘要】 电子证照是我国"互联网+"时代背景下产生的新事物,学术界对此研究较少。论文以我国政务信息化的发展历程为主线,从政府行政、公民办事和档案工作的角度论述了电子证照对政务信息化的促进作用,研究表明:电子证照是实现我国政务信息系统中电子文件单轨制运行与单套制归档保存的关键;为了推广电子证照,业务部门还应解决好"规则冲突"、技术标准等问题;为了配合电子证照的推广,档案部门应加快进行电子档案单套制归档保存的制度设计。更多还原

【Abstract】 Electronic license is an innovation under China’s "Internet +" background,and there are few research results about it.This paper takes the development history of Chinese government informatization as the main line,and discusses the positive effect of electronic license on government informationization from the perspectives of government administration,citizen service and archives work. The paper shows that electronic license is the core point to single-track system and single-set system in electronic records in Chinese government informatization. Moreover,in order to promote electronic license,some problems,such as "political conflicts" and "technical standards" should be resolved by relevant departments. Meanwhile,to cooperate with the promotion of electronic license,the archive department are supposed to accelerate the system design of singleset system inelectronic archives.更多还原
