【摘要】 作为一项重要的公共政策，城市总体规划正在向结构性、战略性方向转变，切实发挥在城市发展中的战略引领、刚性控制和多规合一的作用，但也面临着如何推动上下位规划有效衔接、精准传导的问题。本文基于武汉新一轮城市总体规划和土地利用总体规划“两规合一”编制工作，以不同层级的行政区划为单元，探索建立一套“总体规划-分区规划-控制性详细规划”一体化的编制技术方法与精确传导机制，法定规划技术文件与政府公共政策相结合，强化分层级、分类型、差异化规划指引，实现总体规划在空间维度、时间维度上“好用”和“落地”，有效支撑规划实施与建设管理工作。更多还原

【Abstract】 As an important public policy, the master plan is transforming toward the structural and strategic direction, and it will play an important role in the strategic guidance, rigid control and multiplan integration in urban development process.However, it is also facing the problem of how to promote the effective connection and accurate transmission between the superior and interior plans. Based on the “two plans integration” of the new round of city master plan and comprehensive land use plan of Wuhan, and taking the different administrative divisions as the units, this paper tries to establish a set of technical methods and precise transmission mechanisms composed of “master plan – zoning plan – regulatory detailed plan” system.They combined the statutory planning documents with the government’s public policies through the planning methods and mechanism innovation, so as to strengthen planning guidelines for various levels,types and differentiated planning. They should explore the master plan "useful" and "effective" in terms of space and time dimensions to support the planning implementation and management.更多还原
