【摘要】 武汉自20世纪90年代初，利用城市规划与国土规划行政主管部门合一优势，开展了“两规合一”探索，并逐步形成与经济社会发展规划、各类专项规划“多规合一”的武汉模式，其中历轮城市总体规划均发挥了重要整合和推动的作用。面向新时期国土空间规划改革的新要求，新一轮武汉城市总体规划从工作组织、技术路线、成果体系、实施计划和政策法规等多个方面，开展了“多规合一”新的探索。本轮总体规划力图打破多规合一的从“多”到“一”思维定式，而是从全域城乡空间的“一个对象主体”，到多类型空间规划的整体认知、系统谋划和全向统筹，再回到制定“一张蓝图”的空间规划，从空间规划整合走向经济、社会、环境全要素规划整合。更多还原

【Abstract】 Since the early 1990s, Wuhan has been making use of the chance of combination of the administrative departments of urban planning and land planning to carry out their exploration on “two-plan” integration and formation of the “multi-plan integration” Wuhan pattern composed of socio-economic development plan and various special plans, to which last rounds of city master planning of the city have made their contributions in collaborating and boosting the action. Considering the new demand by the national land spatial planning reform at a new era, the new round of city master planning of Wuhan carries out new explorations on “multi-plan” integration from diverse aspects including work organization, technical route,achievement system, implementation plan, and related policy and regulations. This round of city master planning based on “multi-plan integration”intends to break the mindset of from “multi” to “one” in the multi-plan integration, instead, the planning should be oriented at from “one subject,”which is the whole urban and rural space, to the comprehensive understanding, systematic designing,and all-direction coordination of various types of spatial planning, and then back to the formulation of “one blueprint” spatial plan, so as to complete the transformation from spatial planning integration to the planning integration covering all elements in economy, society, and environment.更多还原
