【摘要】 经过半个多世纪的演变,我国基本建立了以城镇实体地域划定为主导的城乡划定制度,形成了与国际接轨的城镇人口统计标准体系,城乡常住人口统计日益合理,为全国及各地城镇化研究和政策制定提供了重要依据。但是,这套标准在解决中国复杂的城乡问题过程中仍然存在着不足。当前,我国城市群建设发展、人口市民化和乡村振兴战略,对城乡划定提出了新要求。面向新时代,应进一步推动我国城乡划定与人口界定的调整和完善,构建多元化的城乡界定指标,建立城市群划定标准和办法;构建多样化的城镇地域界定体系,满足不同层面公共政策发展的需要;建立动态化的城镇统计更新机制;明确人口市民化的统计信息,形成健全的城镇人口统计信息库。更多还原

【Abstract】 After half a century of evolution,China has basically established a system of urban and rural areas division based on the demarcation of the urban entity region,formed a standard system of urban population statistics in line with international standards. The statistics of China’s urban and rural permanent population are more and more reasonable,which provides an important basis for the research and policy making of urbanization. However,this set of standards still exists shortage in the process of solving the complicated problem of urban and rural problems in China. At present,the constructing and developing of China’s city clusters,granting permanent urban residency to people who move from rural to urban areas and rural vitalization strategy have put forward new requirements for the division of urban and rural areas. In the new era,we should further promote the adjustment and improvement of China’ s urban and rural area division and population statistics,build a diversified urban and rural defined indicators,establish the standards and measures of city cluster,construct a diversified urban area definition system to meet the needs of public policy,establish a dynamic urban statistical updating mechanism to form a sound information base for urban population statistics.更多还原
