【摘要】 近年来,我国政府正在逐步推动地方行政管理体制向大部门体制改革,这既是我国政治体制改革不断深化的必然选择,也满足了社会主义市场经济发展对地方行政管理的需求。然而我国地方行政管理体制目前尚存在机构臃肿、条块分割严重、运行机制有待完善等问题,势必对大部门制改革造成一定影响。为解决地方行政管理体制中存在的一系列问题,有效推动地方行政管理向大部门体制改革,我国政府应当坚持因地制宜,优化地方政府组织结构;建立健全中央与地方之间的分权体制;完善行政运行机制,确保决策权、执行权、监督权分离;完善大部门内部协调机制;将行政管理体制改革纳入法治建设范畴。更多还原

【Abstract】 In recent years, our government is gradually pushing the reform of the local administrative system to the most departmental system, which is not only the inevitable choice for the deepening of our country’s political system reform, but also meets the demand of the local administration for the development of the socialist market economy. However, there are still some problems in China ’s local administration system, such as bloated institutions, serious segregation of blocks and imperfect operational mechanisms, which will inevitably affect the reform of most government departments. In order to solve a series of problems existing in the system of local administration and effectively promote the reform of the system of local administration to the general sector, our government should adhere to measures to local conditions to optimize the organizational structure of local governments; establish and improve the decentralization system between the central government and local governments; improve the administrative operation mechanism to ensure the separation of decision-making power, executive power and supervisory power.更多还原
