【摘要】 影响我国中小微企业营商法制环境的主要是地方政府部门和中介组织。在金融政策、财政税务政策、政府人力资源培训、行业协会等方面,中小微企业营商法制环境存在着畸形的市场化倾向(中介组织诈骗、恐吓、骚扰企业)、唯利是图(只收会费不办事或不办好事)、政府管理色彩浓厚(甚至充当行业协会的幕后保护伞)、市场服务薄弱、接受监督管理的意识不强等。通过以重庆为个案进行实证研究,分析如何优化当前中小微企业营商法制环境,以期对改善我国中小微企业营商法制环境的路径提出建议。更多还原

【Abstract】 The local government and intermediary institutions have important influence on small and medium-sized enterprises in China. In respects of finacial policies,fiscal and tax policies,human resource training in government and industrial associations,there are abuses in business legal environment,for example,abnormal market-oriented tendency( e. g.,membership fees only,no service or no good matter),government is characterized of administration which acts as backroom protection of industrial associations,weak market service and lacking awareness of accepting supervision and administration and so on. Through empirical study on the only case of Chongqing,this paper analyses that how to improve the current business legal environment,and gives suggestions on the paths for small and medium-sized enterprises in China.更多还原
