【摘要】 在我国,推广运用政府和社会资本合作(PPP)模式,是落实党的十八届三中全会关于"允许社会资本通过特许经营等方式参与城市基础设施投资和运营"精神的一项重要举措。近年来,厦门市比较重视推广运用PPP模式,将其作为转变政府职能、激发市场活力的重要举措,但仍存在认识不清、推进缓慢等问题。本文认为,厦门市应当从提高认识、转化观念、完善配套政策等方面加以解决。更多还原

【Abstract】 In China,the promotion of the use of the government and social capital cooperation( PPP) model is an important measure for implementing the spirit of the Third Plenary Session of the 18 th CPC Central Committee on"allowing social capital to participate in urban infrastructure investment and operations through franchising and other means". In recent years,Xiamen City has paid more attention to the promotion and application of the PPP model as an important measure to transform government functions and stimulate market vitality. However,there are still problems such as unclear understanding and slow progress.
