【Abstract】 PPP is a system innovation in which social capital participates in the investment and operation in infrastructure and public utility projects. The broad PPP model refers to various partnerships established by the public and private sectors in order to provide public goods or services. Since the introduction of PPP reform into China,it has played a significant role in the layer of promoting the development of the government and the market.
