【摘要】 以厦门市妇联购买社会工作服务的实践为考察对象,通过参与项目评审、督导项目运作等方式获取资料,发现妇联购买社会工作服务的方式经历了公益创投——项目招标——枢纽型服务平台建设的演变,在路径建构上,实现了妇联角色定位的转变、购买服务类型的转变和与社会组织关系的转变。同时,实践中存在的工作机制不完善、妇联与社会工作机构委托关系不清晰等问题。通过制度设计、机制建设、组织体系重构,可以推动妇联购买社会工作服务向制度化、规范化方向发展。更多还原

【Abstract】 By taking the practice of social work service bought by Xiamen Women Union as the research object,through participating in the project evaluation and supervising the project operation,it is found that the ways have experienced the evolution from public venture investment to project bidding and to hub-type service platform construction,which has realized the transformation of the role orientation of the women union and the transformation of purchase service types and the transformation of social organization relations in the path construction. At the same time,in practice,there are some problems such as the unperfected working mechanism and the unclear relationship between women union and social work institutions,etc. Through institutional design,mechanism construction and organization system reconstruction,we can promote women union’s social work service to develop towards institutionalization and standardization.更多还原
