【摘要】 小城镇是城市化进程中农村移民的主要承载地。山区小城镇已经初具规模,但没有规划、无序建设,其人居环境不断恶化。现有小城镇中的道路凌乱、河道堵塞及污染是典型的"公地悲剧"的产物,公共建设使用呈现反向"公地悲剧"现象。为促进社会转型,提升小城镇的承载力,必须对现有小城镇进行改建、扩建,破除"公地悲剧"难题。为此,需从散居农民变身城镇公共人、组建适合小城镇发展的管理机构、小城镇规划预留公共用地建设公共设施、共同承担公共义务、修建管护公共设施、提倡公共文化锻造培育公共精神几方面重建小城镇。更多还原

【Abstract】 Small towns are the main carrying place of rural immigrants in the process of urbanization.Small towns in mountainous areas have begun to take shape,but without planning and are disorderly constructed,so the living environment continues to deteriorate.The existing roads and river courses in small towns are the product of the typical"tragedy of public land".The use of public construction presents a reverse"tragedy of public land".In order to promote social transformation and enhance the carrying capacity of small towns,it is necessary to reconstruct and expand the existing small towns and eliminate the"tragedy of public land".Therefore,the reconstruction of small towns should be carried out from the following aspects:Turning scattered farmers into urban public people,setting up management institutions suitable for the development of small towns,setting up public land in the planning in order to build public facilities,sharing public obligations,building public utilities for the construction and protection of infrastructure,and advocating the forging of public culture in order to cultivate public spirit.更多还原
