【摘要】 社会组织参与政府购买图书馆服务可在一定程度上弥补政府与市场的双重失灵。文章从购买行为的类型、方式、环节等角度阐述了政府向社会组织购买图书馆服务的具体模式和运行机制,指出其在法律制度保障、信任程度、招投标机制、社会组织数量、组织发展水平等方面存在的障碍,并进一步提出应对策略:建立健全法律制度规范,政府和社会组织之间加强合作,完善招投标机制,积极培育和发展社会组织,加强社会组织自身建设。更多还原

【Abstract】 Social organizations’ participation in government purchase of library service can make up for government and market failure to a certain extent. This paper expounds models of government purchase library service through social organizations from purchase type,purchase mode and operation mechanism,and analyzes obstacles to the development of the model,including insufficient support from legal system,the lack of government trust on social organizations,unreasonable bidding mechanism,a small number of social organizations,low-level of social organizations’ development. And then this paper puts forward some strategies: establishing and improving legal system,strengthening cooperation between government and social organizations,improving bidding mechanism,cultivating and developing social organizations and strengthening self-construction.更多还原
