【摘要】 中国基本形成以"土十条"为核心政策,相关配套管理办法、有关技术规范和标准等为基础的土壤环境管理政策体系。但是,这种以行政法规和部门规章组成的土壤环境管理政策,法律约束力相对不足;土壤环境管理技术规范还不系统,全过程风险管控体系有待形成;土壤环境质量监测数据缺乏,使土壤污染防治的针对性不够强。建议加快土壤污染防治立法进程,出台土壤环境管理和风险管控配套实施办法;健全土壤环境监测体系,加强重点污染物和重点行业、区域的监测,整合相关部门信息资源,实现共享。更多还原

【Abstract】 China’s policies of soil environmental management include Action Plan for Soil Pollution Control,some soil environmental management regulations and soil environmental quality standards. However,the policies consisting mainly of administrative regulations without the support of soil pollution prevention laws makes their legal effects inefficient. The technical regulations and the risk control system of the whole process are incomplete. The soil pollution control in some places are not well-targeted because of the inefficient monitoring data for soil environmental quality. The Soil Pollution Prevention and Control Law should be issued as soon as possible,meanwhile,the supporting measures for the management regulations and risk control should be gradually completed. The programme of the soil environmental quality monitoring network construction should be accelerated,and key pollutants,key industrial sectors and areas should be the monitoring focuses. The information related to soil environmental management scattered in different governmental departments should be integrated and shared.更多还原
