【摘要】 中国在废荧光灯管回收管理方面尚未建立有效的法规制度体系,导致废荧光灯管大部分混入生活垃圾进行了填埋或焚烧处置。欧盟在废荧光灯管回收管理方面建立了较为完善的收集体系和资金机制,取得了较好的效果。中国应借鉴欧盟经验,尽快建立健全社会源废荧光灯管生产者责任延伸制度,加快建设社会源尤其是家庭源废荧光灯管的多元化收集体系,积极探索实行由行业协会等第三方机构主导的资金机制运行方式,并坚持开展长期宣传教育活动。更多还原

【Abstract】 There’s no effective legislation and institutional system on waste fluorescent lamps(WFLs) recycling management in China. Most WFLs are mixed into municipal solid waste and end up in landfills or incinerators. In the EU,a sound collection system and financing mechanism for WFLs management has been set up with described results. China should use the EU’s experience for reference,in respect of establishing the Extended Producer Responsibility(EPR) system as soon as possible,building a diversified collection system for social WFLs especially from households,exploring the financing pattern by the third party,and promoting long-term publicity and education.更多还原
