高职院校混合所有制办学人事制度改革初探
Study on the Personnel System Reform in Mixed Ownership of Higher Vocational Colleges
【摘要】 混合所有制改革是当前深化国企改革的基本主题,并迅速从经济领域扩展到职业教育领域。混合后的职业院校其法人属性、治理结构、产权归属、监管方式等皆会发生相应的变化,对人力资源的管理也提出了新的要求。在混合所有制下,高职院校内部结构按照资本效能的最佳状态优化设置,将促使人员选拔、绩效评价和薪酬激励等制度产生深刻变革。
【Abstract】 The reform of mixed ownership is the basic theme of deepening the reform of state-owned enterprises at present, and it has quickly expanded to the field of vocational education from economic field. After the reform of mixed ownership, the legal person attribute, governance structure, property ownership and supervision way of vocational colleges will change accordingly that also proposes new requirements to human resource management. Under the mixed ownership, to optimize the internal structure of higher vocational schools according to the best capital efficiency, will promote a profound change in personnel selection, performance evaluation and salary incentive, etc.
