【摘要】 本文从伦理的视角阐述国家治理问题。在充分利用我国丰富的伦理资源,探究符合中国实际的国家公共权力的内在善性,探究国家治理的道德合理性基础与伦理治理的路径与方式,认为构建国家治理伦理基础的根本性问题是厘清公与私的界限与关系问题,探寻构建"尊私成公"的公私观,奠定市场经济条件下道德体系重建的基础;认为国家治理不仅具有政治和经济目标,还应具有伦理的价值目标,以解决社会公平的问题;认为国家治理主体伦理建设的内容与路径包括制度伦理、责任伦理和发展伦理,以探寻国家公共制度与公共责任的伦理追求及国家发展的内在动力。更多还原

【Abstract】 This paper expounds the issue of state governance from the perspective of ethics. On the basis of making full use of Chinese abundant ethical resources, the paper explores the inherent goodness of the state public power which is in line with China’s actual condition, and explores the basis of moral rationality of state governance as well as the path and mode of ethical governance. Thus, the paper comes to the conclusion: firstly, the fundamental issue of constructing the ethical basis of state governance was to clarify the boundary and the relationship between publicness and privateness, to explore the construction of public-private values of "Respecting and Agglomerating Privateness into Publicness" and to lay the foundation for reconstructing moral system under the condition of market economy; secondly, state governance is supposed to set up not only political and economic goals but also the goals with ethical values, to place the concept of ethics in the goodness goal of state governance in order to solve the social equity problem; thirdly, the content and path of ethical construction of state governance subject includes institutional ethics, responsibility ethics and development ethics, to explore the ethical pursuit of state public system and the public responsibility, and the internal driving force of state development.更多还原
