【摘要】 目的科学论证张家口在京津冀协同发展中的功能定位。分析张家口建设生态经济区的驱动因素,对区域进行空间区划,明确空间结构,并提出生态经济区建设机理。方法根据空间依赖性和居民地临近性等原则,使用TM遥感影像和居民点等矢量数据,利用GIS空间分析和遥感影像解译方法,对研究区进行地理区划,并结合经济社会统计数据,进行相关性分析。结果张家口建设生态经济区是实现京津冀区域生态协同发展的内在要求。张家口生态经济区的建设存在自然可能性、经济可行性和政策可容性。其中区域生态环境脆弱且环境外溢显著是其自然驱动因素,处在重要区域经济圈内但经济发展滞后是其经济驱动因素,区域规划与政策导向是其政策驱动因素。张家口生态经济区划可分为以"坝上坝下、两山两河"为主体的自然空间结构,以生态农业、生态工业和生态旅游业为主的产业结构,以"一轴两翼一区"为内容的功能分区结构。结论张家口生态经济区建设要立足绿色发展,坚持产业发展生态化和生态发展产业化,经济建设要以城镇化建设为引擎,加快城市点轴模式的开发,生态建设要构建以自然尺度为单元的由面状草原、带状农田和块状森林组成的综合生态系统,同时建议张家口实施首都经济圈和外长城经济圈协同发展战略和建设国家级生态经济示范区战略。更多还原

【Abstract】 Objective For scientific demonstration of functional orientation of Zhangjiakou joint development in Beijing-Tianjin-Hebei region,this paper analyzed the driving factors of the construction of Zhangjiakou Ecological Economic Zone and specified the area of the space division and the spatial structure.The mechanism of the construction of ecological economic zone was put forward.Methods According to the spatial dependence and residential proximity principle,this paper used TM remote sensing images and settlements vector data interpretation method,GIS spatial analysis and remote sensing to perform geographical division of the study area and correlation analysis,combining with the economic and social statistics.Results The construction of Ecological Economic Zone in Zhangjiakou was the inherent requirement of the ecological coordinated development of Beijing-Tianjin-Hebei region.This construction had its own natural possibility,economic feasibility,and policy permission:the fragile ecology and overflowing environment were the natural drivers;the economic lag but within the essential economic circle were the economic drivers;the regional planning and policy orientation were the policy drivers.According to these principles such as space dependence and habitat nearness,Zhangjiakou Ecological Economic Zone was planned as the natural space,"Bashang and Baxia,Two Mountains and Two Rivers"as the main body;the industrial structure,eco-agriculture,eco-industry,eco-tourism as the main body;the function zone,"One Axis Two Wings and One District"as the content.Conclusion The ecological economic construction has to be based on green development,and insists on industry ecology and eco-industrial development.The economic construction should take urban construction as the engine,accelerate the Dot-Axis mode development.The ecological construction should build comprehensive eco-system,made up of planar grassland,strip farmland,and lump forest,and in which natural measure is as a unit.The authors propose that Zhangjiakou city should carry out the coordinated development strategy of Capital economic circle and the outer Great Wall economic circle,and national ecological economy demonstration zone strategy as well.更多还原
