【摘要】 [目的]人口城镇化和土地城镇化是新时期我国经济转入高质量发展阶段的重要内容。在深入研究河北省人口与土地城镇化协调状况的基础上探索新形势下两者协调发展的新思路,以期为新时期促进河北省城镇化的高质量发展提供理论参考。[方法]文章运用离差系数,通过构建人口与土地城镇化协调性指标体系,从纵向与横向两个维度,对河北省人口与土地城镇化的协调性进行测度。[结果]河北省所辖的11个地市多数都存在人口增长率滞后于土地增长率、人口与土地城镇化失调的问题,城乡二元户籍制度、城乡二元土地制度、地方政府财权和事权的不对称以及土地出让价格歧视是造成这一问题的主要原因。[结论]针对河北省人口与土地城镇化失调的问题,该文从加快户籍制度改革、深化土地制度改革、完善财政和税收制度以及打破土地垄断价格等方面提出了促进两者协调发展的对策建议,对在新时期推进河北省城镇化的高质量发展具有重要的理论和实践指导意义。更多还原

【Abstract】 Population urbanization and land urbanization are the important content of China’ s economy into the high quality development stage in the new period. Based on the in-depth study of the coordination between population and land urbanization in Hebei province,this paper explores new ideas for the coordinated development between population and land urbanization under the new situation,in order to provide a theoretical reference for promoting the urbanization in Hebei province in the new period with high quality. Using the coefficient of deviation,this paper constructed a coordination index system of population and land urbanization,and measured the coordination between population and land urbanization in Hebei from two dimensions of vertical and horizontal. The results showed that most of the 11 cities under the jurisdiction of Hebei province had the problems of population growth rate lagging behind the growth rate of land,and the population and land urbanization were seriously maladjusted due to the urban and rural household registration system,the urban-rural dual land system,the non-coordination between financial and administrative power,and land price discrimination. Finally,it put forward some policy suggestions to promote the coordinated development,such as speeding up the reform of household registration system,deepening the reform of the land system,improving the financial and tax system,and breaking the monopoly prices of land,which has important theoretical and practical guiding significance for accelerating the development of urbanization in Hebei province in the new period.更多还原
