【摘要】 [目的]扶持发展壮大村集体经济,让农民共享改革成果是农村综合改革的重要目标之一,也是农村综合改革的出发点和落脚点。[方法]以财政部试点文件财农[2015]197号为指导,以2016年宁夏回族自治区8县区80个试点村扶持发展壮大村集体经济为案例。运用综合分析法,探究"四位一体"发展框架。[结果]文章创新性提出了创建村集体经济组织、建章立制、培养能力、扶持产业"四位一体"的发展构架。其中,创建村集体经济组织是首要关键环节,为发展壮大村集体经济提供合法组织保障;村集体经济管理制度建设与合作社章程建设是合法的制度保障;加强村党组织建设,选好配强村级领导班子和致富带头人是人才保障;因地制宜,选好产业,走一、二、三产业融合发展道路是发展的支撑。[结论]通过理论研究和实践探索,初步总结出了一些宝贵经验,以期为扶持发展壮大村集体经济提供可借鉴、可复制的经验和做法。更多还原

【Abstract】 One of the important aims of rural comprehensive reform is to support and develop rural collective economy as well as share the fruits of rural reform. It is also the starting point and end point of the rural comprehensive reform. The system four-in-one of development framework has been put forward out by the comprehensive analysis method with creating the rural collective economic organizations,establishing regulations,cultivating abilities and supporting industries according to Ministry of finance file No. [2015]197 and cases of the 80 pilot villages in the 8 counties of Ningxia autonomous region in 2016. Among them,the establishment of the rural collective economic organization is the first key link which provides the legal organization guarantee for the development of the rural collective economy. The construction of rural collective economic management system and cooperative law are legal system guarantee. Strengthening the construction of village party organizations,selecting qualified village leaders and getting leaders are the guarantee of human resources. According to local conditions,choosing suitable industries and taking integration of them is the support of development. Through theoretical research and practical exploration,some valuable experiences are preliminarily summed up in order to provide references and replicable experiences for rural collective economy.更多还原
