【Abstract】 To comprehensively implement the strategic policy of Chairman Xi jinping on ecological civilization construction, the theories and practice are analyzed in this paper. Fast-growing grass, which is found under this context and defined in this paper, is strong in carbon-sequestration capability and in pollution uptake. What’s more, a series of carbon-recycled theories are first introduced in this paper so as to comprehensively exploit atmospheric carbon resources by encouraging carbon industry to make carbon product, thereby developing a new climate economy. The high percentage of atmospheric carbon will be processed in this "zero-carbon" development mode that is advocated to make the most of resources in an efficient manner. It will bridge the gap of resource consumption and resource compensation, realizing a win-win result for ecological benefits and environmental benefits, social benefits and economical benefits. This development mode will play a major role in mitigating global warming, recovering ecosystem, promoting ecological civilization and human sustainable development.更多还原
