【摘要】 整理文献发现:清洁技术的概念及其衡量指标还没有被权威的界定;技术创新方向选择的影响机制研究方面理论和实证没有得到一致的结论;清洁技术创新的政策激励机制研究主要围绕着庇古的税收理论和科斯的产权理论等方面展开。研究结论认为推动技术创新转向清洁技术的轨道,需要偏向性而非中性的激励政策来打破传统高排放技术进步的路径锁定,但是政策激励效应必须控制在外部性的约束范围内。更多还原

【Abstract】 The literature reviews find that the concept and measurement of clean technology has not been defined by authority; the influence mechanism of technology innovation direction selection didn’t get a consistent conclusion from theoretical and empirical studies;and the mechanism research of the policy incentive to clean technology innovation centers on Pigou’s tax theory and Coase’s property rights theory. The study concludes that the bias rather than neutral incentives policy are needed to promote innovation turning to the orbit of clean technology,which is to break path lock in the traditional technology progress with high emissions,but the policy incentive effects must be controlled in the range of the external constraints.更多还原
