【摘要】 本文主要采用文献调研和内容分析的方法,梳理了英国、澳大利亚、新西兰三国的高等学校科研评价体系,重点关注专家的组成方法、专家的回避制度以及专家的保密职责这几个方面内容,对比分析了三个国家科研评价体系在专家组结构的构成规则、专家成员的来源选择、利益冲突处理和评价专家的保密职责等方面的做法特点及启示,旨在为中国科研评价体系中的专家遴选提供参考。更多还原

【Abstract】 This paper uses the methods of literature research and content analysis to comb the Higher Education Institution’ s Research Evaluation System in the present UK,Australia and New Zealand. It focuses on the composition method,avoidance rule and confidentiality duties of experts. The paper studied the practice features and inspiration of Research Evaluation System of the three countries,which involved composition rules of structure of experts group,selection of experts source,dispose of interest conflicts and confidential duties of evaluation experts.
