【摘要】 在全面深化改革的背景下,为适应财政体制改革的新要求,急需对短缺的海洋地质调查预算标准进行补充研制。研制海洋地质调查工作预算标准是适应海洋地质调查工作的需要,是适应财政体制改革的新要求。海洋地质调查技术标准的出台为预算标准的研制奠定了基础。研制海洋地质调查预算标准应:(1)遵循与现行地质调查预算标准相一致、与海洋地质调查自身特点相结合的原则。(2)分步骤、分阶段完成研制工作,一是选取常用的海洋地质调查工作手段,采用基础定额法和数据统计分析法进行测算研究;二是对完成的常用地质调查工作手段,采用专家研讨和测算分析的方法进行综合测线的研究。更多还原

【Abstract】 In the context of comprehensively deepening reform, to adapt to new requirements of financial system reform, it is urgent to research and make Budget Standard for marine geological survey, which is lacking now. The issuing of technical standard for marine geological survey built up a good basis for making Budget Standard of marine geological survey. It should obey the rules of keeping in pace with current geological survey budget standard and combing with features of marine geological survey itself. It also should accomplish the work by steps and stages. First, choose frequently used tools of marine geological survey, and then use methods of basic quota and data statistical analysis to guess and estimate.
