军民融合救援在茂县滑坡灾害中的应用
The practical application of civil-military integration for the disaster rescue in Maoxian landslide
【摘要】 目的 探讨灾害救援的军民融合救援模式。方法 2017年6月24-27日茂县塌方灾害救援间,绵阳市消防支队与绵阳市中心医院组建成军民融合救援队。救援队分成指挥组、搜救组、保障组、医卫组4组,分别执行组织管理、现场搜救、装备保障、医学救援与医卫保障。评价军民融合救援队的应急响应能力与应急保障能力。结果 救援队救援响应距离为230 km,出发时间为灾后4.5-7.5 h,抵达时间为灾后7-15 h。作业面积200000 m~2(300 m×650 m)。“黄金72小时”内,救援组的搜救作业时长为49.5 h,医卫组协同搜救作业时长为46.5 h。通讯保障覆盖率100%(69/69),休整保障覆盖率100%(69/69),休整时长为15.5 h,日平均5.5 h。餐饮保障率为100%。0人受伤、牺牲或发生其他疾病。结论 消防救援与医学救援可契合互补,两者组建的军民融合救援是灾害现场救援的有效模式。
【Abstract】 Objective To explore the methods of civil-military integration for the disaster rescue. Methods Witch the disaster rescue in Maoxian landslide(Sichuan, China) from June 24, 2017 to 27, Mianyang fire brigade and Mianyang central hospital set up a civil-military rescue team which included a command group, a rescue group, a security group,a health group and executed the respective work for organization, on-site search and rescue, equipment support,medical rescue and medical security. This study evaluated the emergency response capability and emergency support capability of the civil-military rescue team. Results The emergency response distance of the civil-military rescue team was 230 km. The departure time was 4.5-7.5 h and the arrival time was 7-15 h after the disaster. The working area of search and rescue was Two hundred thousand square meter(300 m*650 m).Within 72 hours after the disaster,the working hours of the rescue group and the health group were 49.5 h, 46.5 h respectively, the average rest time was 15.5 h,and the daily average was 5.5 h. The team’s communication coverage, rest coverage rate, food and beverage rate were100%. None member of the civil-military rescue team was injured, sacrificed or had other illnesses. Conclusion The civil-military rescue which cooperated with fire brigade and hospital is an effective mode for the disaster rescue.
