【摘要】 简要介绍了英国邦斯菲尔德油库爆炸事故经过,系统梳理了事故的教训和改进措施,包括油库的三级防控体系、储罐安全设计、油库选址、防火堤安全设计、事故应急预案、油库风险评价、油库周边区域规划、重大危险源国家监管机制以及油气蒸气云爆炸机理等,针对国内油罐安全管理提出了相关改进建议。更多还原

【Abstract】 The oil depot explosion in the British Buncefield was briefly introduced,and the lessons from the accident and the improvement measures were systematically summarized,including tank safety design,oil depot location,safety design of fire dike,oil depot risk assessment,emergency plan,surrounding regional planning, state supervision mechanism of major hazard,and vapor cloud explosion mechanism. The relevant recommendations on domestic tank safety management were proposed.更多还原
