【Abstract】 One of the main responsibilities of the United Nations peacekeeping operations is to protect civilians from violence. However,some of peacekeepers become the perpetrators who using their special identities to have sexual exploitation and abuse of civilians when they deploy in a country. And the sex assault scandal of peacekeepers emerged endlessly even though UN has made"zero tolerance"policy to avoid it. The article analyzes the present situation and reasons of peacekeepers sex assault problem,and explores the"zero tolerance"policy and it’s dilemma,and puts forward suggestions to solve this problem.更多还原
