【摘要】 在西方国家,社区协议理论作为一种先进的大型工程社会影响评估方法,得到较大范围的应用。文章分析了目前国内项目社会评价的弊端,介绍了社区协议理论社会评价的起源与发展,综述其评估程序、评估内容及其在实施过程要点等方面的研究现状,审视社区协议评价理论视角下我国项目社会评价,论证将其引入国内项目社会评价的必要性,并探讨其运用到本土化需具备的前提条件。本研究构建了一个以问题为导向、社区为中心,强调社区参与和多元利益主体互动的评估模式,弥补了传统评估模式的不足。更多还原

【Abstract】 Community benefitag reements,a kind of advanced large-scale projects social impact assessment method,are widely used in western countries.This paper analyzes the disadvantages of the cur rent domestic project social impact assessment and introduces the origin and development of the community benefit agreements theory,reviewing the assessment procedures,content and key points in the implementation process.Then,the paper examined the social impact assessment of the project in China under the perspective of the community benefit agreements theory,discussing the preconditions for the localization application.The paper established a problem-oriented assessment model emphasizing community participation and multi-stakeholder interactive,which is more technically competent and of diversity-interaction mode.It also contributes to providing a new idea to carry out social impact assessment work.更多还原
