广西政府科技投入对企业R&D投入的影响效应分析
Impact of Government Science Technology Input on R&D Input of Industrial Enterprises in Guangxi
【摘要】 文章采用2006—2015年广西大中型工业企业组成的行业面板数据,估计了广西政府科技投入对企业R&D投入的影响。结果表明,政府对企业的科技投入短期内对企业自身R&D投入具有较强的挤入效应,但长期激励机制还没有完全形成;政府科技投入效果受到政府资助稳定性和资助力度的影响,政府资助越稳定其资助效果越好,资助率在6%—10%时政府科技投入的效果最好。
【Abstract】 This paper estimates the impact of government science technology( S&T) input on the R&D input of enterprises by applying Guangxi’ s large and medium-sized industrial enterprises panel data from 2006 to 2015. The results show that government S&T input has strong crowding-in effect on firms’ R&D input in short term,but long-term incentive mechanism is still not fully formed. The effect of subsidy is affected by it’ s stability and intensity. Besides,the more stable the government S&T subsidy is,the better subsidizing effect it will get. The effect is best while the government S&T subsidizing rate is 6% ~ 10%.
