【摘要】 互助养老题组通过问卷调查、重点访谈、召开座谈会等形式对福州市闽侯县鸿尾乡奎石村58位老年人的养老状况进行调研,运用SPSS 20.0软件对所得数据进行分析,重点访谈了20位农村孤寡老人并召开了各村老人会会长参加的座谈会,试图对农村互助养老的现状及其需求进行探索。在调研过程中,笔者发现了闽侯县鸿尾乡"互助养老"探索实践中出现的政府支持与推动力度不足、群众与社会各界参与力量较弱、互助养老资金缺乏以及互助服务技术亟待提高等问题,在分析问题产生原因的基础上,笔者借鉴国内外经验,提出了"低成本的基本实现自给自足的分散和集中相结合的互助养老"新型养老模式及"互助基金会"、"时间银行"等具体的立法推进措施,力求为我国养老事业进程做出一份贡献。更多还原

【Abstract】 The research team investigated the situation of 58 elderly people in Kuishi village, Hongwei Township, Minhou County in Fuzhou through the questionnaire survey, the key interviews and the symposium. Analyzing the data by SPSS 20.0 software, visiting 20 rural lonely elderly people and holding a meeting participated by representatives of the elderly people of villages, they tried to find the status quo and the needs of rural mutual old-age support. In the course of the research, the author found some problems in the practice of "mutual old-age support" of Hongwei Township, Minhou County, such as the lack of the government support and promotion, the weak participation of the masses, the lack of funds and the low level of technology. On the basis of the analysis of the causes of the problems, the author put forward a new model for old-age support by learning domestic and foreign experiences, i.e. "the low-cost combination of the scattered and concentrated self-sufficiency", and other specific promotion measures of legislation, such as "mutual foundation" and "time bank", etc. so as to make a contribution to the cause of China’s old-age support.更多还原
