秸秆资源回收发电的经济可行性测算——以湖北为例

【摘要】 采用数据统计的方法,研究湖北省秸秆资源的分布特征和开发潜能,并从收集成本的角度解析其用于产电的经济性。湖北秸秆年产3000万t以上,高密度区主要集中在江汉平原、江汉平原北、鄂东及鄂西北的襄阳,中密度区主要集中在鄂东南和鄂北的随州,低密度区主要分布在鄂西。中、高密度区以平原、岗地为主,交通发达,秸秆资源占全省总量84.83%,平均密度高达243.02 t/km2,具有良好的开发潜力。以现有煤炭火力发电的成本(约0.25$/k Wh)为基准,直燃、气化、直接混燃和间接混燃4种发电方式在装机容量10 MW规模时,其秸秆收集成本与火力发电成本相比,分别高达176%、80%、64%和72%。可见,其经济性不容乐观,电厂难以盈利。导致收集成本高的关键因素是秸秆的收购价格,通过财政补贴能使电厂"扭亏为盈",但长远发展还需加强秸秆发电及其综合利用技术的研发。

【Abstract】 Distribution characteristics and developing potentiality of the straw resource in Hubei are conducted byadopting data statistics method.Moreover,the economic evaluation of the straw resource for the utilization of powergeneration is also considered from the view of collection cost.The yield of straws in Hubei per year is more than 30 million tons.Analysis results indicated that Jianghan plain,Jianghan plain north,eastern of Hubei,and Xiangyang cityare high density areas of straw resources;southeastern Hubei and Suizhou city are middle density areas;and westenHubei is low density area.The landform of the high and middle density areas is primarily plain and downland,where thepercent of straw yield is 84.83% occupying the total quantity of straw resources and the average density is up to 243.02 t/km2.If the cost of coal thermal power generation(about 0.25 $/k Wh)is taken as a benchmark,the percents of the strawcollection costs for the four power generation approaches of direct-fired,gasification,direct mixing fired,and indirectmixing fired are 176%,80%,64%,and 72%,respectively,where the installed capacity of 10 MW is considered.It isobvious that the economic efficiency of the straw power generation approaches is not satisfying,and the prime reason ofthe high collection cost is associated with the fact that the collection price of the straw is too high.In this case,it is ashort term solution to decline the collection cost by government subsidies,and the sustainable development is tostrengthen the research on the straw power generation technology and the utilization of the by-products.
