【摘要】 随着全球治理理论的不断丰富与完善,乡村治理的实践形式也因各国各地区政治、社会与经济发展的条件而异。农民合作组织作为经济弱者有效整合起来,运用集体行动来帮助自己的一种形态,不仅可以协助弱势族群改善其生活,减轻政府的社会福利预算负担,亦能"嵌入"乡村治理而形成稳定治理架构。台湾农村现代化发展的经验显示,农会与政府所形成的伙伴关系,成为一个有效的"乡村治理体制",并有效参与政府农业发展、社会福利、农村教育等领域的公共政策,最后成功地达成农村现代化目标。而大陆村民自治组织的自治性仍相当不足,现行的农民专业合作社也有相同的困境,可以借鉴台湾经验建立和发展"综合性农协"以弥补农民专业合作社的不足,两种组织两轨并行,互为补充,可以有效助益乡村治理。更多还原

【Abstract】 With the continuous enrichment and improvement of the global governance theory,the practice of rural governance is also different from the political,social and economic development conditions in various countries and regions. As a form of integrating effectively with the economically disadvantaged groups and helping themselves through collective action,the farmers’ cooperative organizations can not only help them improve their lives and reduce the government’s social welfare budget burden,but also can "embed in "rural governance to form a stable governance structure. The rural modernization development experience in Taiwan shows that the formation of the partnerships between farmers’ association and government has developed into an effective"rural governance system"and the farmers’ associations have been involved in many public policies,such as agricultural development,social welfare and rural education,and thus achieved the goal of rural modernization.Comparatively,the autonomy of the villagers’ self-government organization in the mainland is found to be still quite inadequate and the farmer specialized cooperative is in the same dilemma. Therefore,we can learn from Taiwan’s experience in establishing and developing the "comprehensive farmers’ association " to compensate for the deficiencies of the farmer specialized cooperative. With the two kinds of organizations complementary to each other,we can effectively help rural governance.更多还原
