【摘要】 我国构建现代公共文化服务体系的难点在农村,而农村公共文化服务革新的重点在供给侧。目前农村公共文化服务因不能适应需求要素多样性、需求结构整体性、需求满足便捷性的新要求而暴露出供给内容同质化、供给主体碎片化、供给方式单调化等供给侧结构性失灵问题。这种结构性失灵只能通过供给侧改革来解决,应以"自治+他治"促进农村公共文化服务治理现代化;构建整体性政府,塑造主体间伙伴关系;线下与线上供给互补优化,推进农村"互联网+"环境下的公共文化服务。更多还原

【Abstract】 The difficulty of the construction of modern public cultural service system in China lies in rural areas,whose struggle of public cultural services lies in the supply-side. At present, public cultural services in rural areas are facing supply-side structural failures like homogeneous supply content, fragmented suppliers, and single supply method, resulted from failure to adapt to new requirements like diverse needs, holistic nature of the structure, and convenient access. This structural failure can only be solved by supply-side reform, which assists in the modernization of public cultural services in rural areas with the strategy of autonomy/heteronomy hybrid, encourages the establishment of a holistic government and the shaping of partnerships among principal actors, and finally promotes public cultural services in rural areas under the context of ’’Internet+’’ by adopting a online/offline supply model.更多还原
