【摘要】 为了破解抽样调查和普查面临的费用不断攀升、无回答率持续升高、调查效率和数据质量越来越低、难以满足社会日益增长的需要等难题,本文提出将基于行政记录的名录库调查作为我国官方统计调查的新思路,介绍了目前世界主要先进国家使用行政记录进行统计调查的基本情况,讨论了建立名录库调查的理论和方法,与传统的普查以及抽样调查方法进行比较,总结了名录库调查在统计工作中的重要作用,最后提出深化我国政府统计改革的若干建议。更多还原

【Abstract】 In order to solve the problems of the high cost of census and survey,the high rate of nonresponse,the low quality of data,the low efficiency of survey,and the high demand of society,this paper takes the register-based survey which bases on administrative data as a new idea of official statistical survey. We introduce the basic situation of using administrative data to survey in the major developed countries,then build the theory and methodology of register-based survey,furthermore summarize the important functions of using register-based survey in the statistical work by comparing with traditional census and sample survey methods,finally propose several suggestions to reform and consummate the government statistical system in China.更多还原
