【摘要】 在国家基础设施建设中,采用PPP模式既是投融资机制的创新,又是提高公共服务效率的战略选择,采用PPP模式的合理性主要取决于资金的融入和项目运行效率的提高。如果能合理设置其资本结构,就可以降低运行成本,提高公共服务质量。此文在阐述为满足铁路运输要求,采用PPP模式加快高速铁路建设所具备条件的前提下,对PPP模式的保障机制和资本结构优化进行详细地阐述,以此说明采用PPP模式建设高速铁路的必要性。更多还原

【Abstract】 In the national infrastructure construction,the adoption of PPP model is not only the innovation of investment and financing mechanism,but also the strategic choice to improve efficiency of public services. The rationality of adopting PPP model mainly depends on the integration of funds and the improvement of project operation efficiency. If the capital structure can be set up properly,it can reduce the running cost and improve quality of public service. In order to meet the requirements of railway transportation,the prerequisite of adopting PPP mode to speed up the construction of high-speed railway is introduced.And the guarantee mechanism of PPP mode and the optimization of capital structure are expounded in detail to illustrate the necessity of building high-speed railway with PPP mode.更多还原
