【摘要】 在国家启动东北经济再振兴战略背景下,东北地区高技术产业也迎来了新的发展机遇。东北地区应该把握政策契机,强化与周边地区的经济合作,构建风险资本投资机制,增强金融市场的深度与广度,积极推进市场化改革、简政放权,进一步减少政府对于高技术企业经营的干预,从而推动高技术产业的转型升级与融合式发展。还应该针对高技术产业的特性,鼓励自主技术创新,加强技术创新服务体系与高技术产业园区建设,并深入落实人才培育与激励措施。只有这样,高技术产业才能摆脱内外在制约因素的束缚,成为带动经济腾飞的新动力。更多还原

【Abstract】 Under the background of introduction of strategy of economic rejuvenation in Northeast China,the high-tech industry is faced with a lot of development opportunities in this region. In order to promote the transformation and upgrading and the integration of development of high-tech industries,firstly,it is important for northeast region to seize the policy opportunity to strengthen the economic cooperation with the surrounding areas. Secondly,it is important to set up a venture capital investment mechanism to enhance the depth and breadth of financial markets. Thirdly,it is essential to actively promote the market reform and decentralization. Fourthly,it is still vital to reduce the government intervention for high-tech enterprises. Fifthly,it is still necessary to encourage independent technological innovation and enhance the construction of the technical innovation service system and high-tech industrial zone because of the characteristics of high-tech industries. Last but not least,it is indispensible to implement personnel training and incentive measures. Thus,the high-tech industry can get rid of the internal and external constraints and become the driving force of economic take-off.更多还原
