【Abstract】 With the method of content analysis, the study constructed an analysis framework based on three dimensions of policy influence,policy effect,policy application scope from the perspective of policy instruments, and made a quantitative statistical analysis of 50 copies of policy texts from the national and provincial governments. The study explored the governmental concept of sport industry development since 2010,reflected on the structure types of governmental sport policy instruments with different selections and combinations, and examined the reasonableness of the existing policy instrument system. These actions will reveal the significance of the local governments ’reenacting " The Opinions" for the development of sport industry to promote the sport consumption.更多还原
