【摘要】 从经济发展、民生改善、社会进步和生态效益四个方面,构建了洞庭湖生态经济区县域发展成果的综合评价指标体系,从湖南省相关部门获取截面数据,运用层次分析法对湖南洞庭湖生态经济区17个县的发展成果进行评价。结果表明:除民生改善比较一致外,各县的经济发展、社会进步和生态效益存在较大差距;除临湘市外,其他各县的经济发展和民生改善、社会进步、生态效益存在不协调。对此,充分考虑各县资源禀赋和发展现状,加强组织领导和统筹规划,以生态优先,以民为本,以创新体制机制为动力,因地制宜地引导各县实现发展理念、发展定位和发展方式的转变,推进各县的经济、民生、社会、生态等协同发展,促进各县共享洞庭湖生态经济区发展成果。更多还原

【Abstract】 This paper constructs the comprehensive evaluation index system of Dongting Lake Ecological Economic Zone from the aspects of economic development, improvement of people’s livelihood, social progress and ecological benefit. It applies Analytic Hierarchy Process to evaluate the development achievement of 17 counties in Dongting Lake Ecological Economic Zone in Hunan Province based on the cross-sectional data get from the relevant departments of Hunan province. The results show that there is a big gap between the counties in terms of economic development, social progress and ecological efficiency, but it’s more consistent in terms of the improvement of people’s livelihood. There is a lack of coordination between the economic development of the counties and the other three aspects include improvement of people’s livelihood, social progress and ecological benefits except Linxiang. Therefore, we should give full consideration to the county’s resource endowment and development status, strengthen the organizational leadership and overall planning, take ecology first, take people as the foundation, take the innovation system mechanism as the power, to guide the implementation of counties’ development concept, change the development orientation and development mode according to local conditions, advance the coordinated development of counties’ economy, people’s livelihood, social, ecological and so on, and promote counties share the development achievement of Dongting Lake Ecological Economic Zone.更多还原
