【Abstract】 With the use of carbon regulations to force developing countries’ participation into the general reduction of carbon dioxide, the developed countries impose a great effect on the upgrade of the former’s global value chains by means of their leading position in it. Theoretically, the carbon regulations of the developed countries reduce the upgrading impetus and capability of the developing countries in their global value chains. When the unbalanced panel data of 27 developing countries and 9 Chinese manufacturers are adopted, it is proved that carbon regulations hinder the upgrade of the developing countries and their industries in the global value chains, resulting in its central collapse. The developing countries are supposed to intensify cooperation and strive for assistance of the developed countries in order to cope with this hindrance. As far as China is concerned, the essential entry point is to take up the strategy of "One Belt, One Road", i.e., to promote the upgrade of the global value chains with the nearby developing countries under the restrictions of the carbon regulations.更多还原
