【Abstract】 In this paper, the concept of "collect-secure-reward" water-saving management policy was clarified and its research background and results of application in pilots were also introduced. A comparison to the original "price increase and subsidy" policy was made and its advantages were analyzed. The conclusion is that the "price-increase +subsidy" water-saving management policy is more impeccable innovative than the original water-saving management policy.更多还原
