【Abstract】 Since the 18 th National Congress of the Communist Party of China,a new pattern of"Five-in-one"has been formed,that is,the construction of ecological civilization and political construction,economic construction,cultural construction and social construction. When we study the construction of ecological civilization,we should realize the necessity of developing economy during the process of industrialization and modernization besides the current severe environmental problems.
