【摘要】 为响应国家全面推行河长制,加强河湖管理的号召,建设以大数据为支撑,以服务各级河长办、河长为目的的河长制中枢指挥系统。通过对河湖状态的全覆盖、实时数据的采集、多源数据的汇聚和跨部门信息的共享,利用大数据、云计算、移动互联网、物联网、人工智能等技术手段,形成支撑河长制中枢指挥系统的框架体系,建立集对河湖状态的实时监测、焦点水情事件的预案预警与紧急事件的应急指挥等多项应用为一体的河长制中枢指挥系统。实现河长制执行工作的统一管理、统一指挥、统一协调,促进其管理工作的精细化、协同化、智能化、集成化,维持河湖"畅流活水",保障河湖生命健康与功能永续利用。

【Abstract】 In response to the call of the state to fully implement the river chief mechanism and strengthen the management of rivers and lakes, it must build a central command system with the support of big data and serve the purpose of serving the river office and river chief at all levels. Through the full coverage of the state of the river and the lake, the collection of real time data, the aggregation of multi source data and the sharing of interdepartmental information,it builds the central command system of river chief mechanism with a series of applications such as the real-time monitoring of the state of the river and the lake, the pre-warning of the focus water affair events and the emergency command of the emergency events by using big data, cloud computing, mobile Internet, Internet of things, artificial intelligence and other technical means. Finally, it achieves the unified management, unified command and unified coordination of the implementation of the river chief mechanism, and promote the meticulous, collaborative, intelligent and integrated management of the management work, so as to maintain the "smooth flow and live water"of rivers and lakes, and ensure the healthy and functional utilization of rivers and lakes.
