【摘要】 当前关于海平面上升对海洋军事活动影响的研究还局限在直接的物理作用层面,从海洋法规则的角度出发进行的探讨则始终处于空白。海平面上升将改变沿岸国领海基线,进而改变特定海域的法律地位,具体表现为海平面上升将导致全球范围内公海面积大幅度增加、用于国际航行的海峡因变宽而适用不同的通行制度、群岛水域收缩直至不能继续维系。这些变化将使得特定海域适用与之前不同的国际海洋法规则,最终减弱其中原本存在的对非沿岸国海洋军事活动的限制,具有重大的现实意义。更多还原

【Abstract】 Lots of researches have been done on the impact of sea-level rise on maritime military activities from the physical aspect but none from the international law aspect. Actually,rising sea-level by changing the baseline of the territorial sea,will change the specific legal status of some sea zones,especially enlarge the world ’s high seas,broaden straits for international navigation,constringe archipelagic waters. In this way,rising sea-level is going to make different rules of the international law of the Sea applied in some specific sea zones,and cripple the ever legal restrictions on foreign maritime military activities.更多还原
